Men seen hanging out of windows of car driven by unaccompanied L-plater

Two men were caught hanging out the windows of a moving car being driven by an unaccompanied L-plater near Canberra on New Year's Day.
About 5pm yesterday, police observed two passengers with their torsos out of the front and back windows of a black Toyota Yaris travelling on Paddy's River Road at Tidbinbilla.
Officers pulled over the car and spoke to the driver, who was allegedly an unaccompanied learner and did not have his L plates displayed.

Officers then conducted a roadside drug test on the driver which allegedly returned a positive result for cannabis.
The driver was taken to Tuggeranong Police Station for further drug testing.
Police are now appealing for anyone who may have witnessed the unsafe behaviour or who may have dash-cam footage of the incident.

It is believed the vehicle travelled from Uriarra Village via Brindabella Road, through the Cotter campground area and onto Paddy's River Road.
"Police would particularly like to speak to the rider of a red sports bike that was behind the vehicle at the time police observed the incident," police said in a statement.
"Police would like to stress that the motorcyclist is a witness to the incident and not involved in the dangerous driving behaviour."
