"There were three men inside the car, Detective Sergeant Daryl Out said.
"We don't know the relationship between those three males. One of those males has unfortunately passed away.
"He's got an age that might be 30s to 40s.
"He's got a very distinctive tattoo which is an eagle which has the wings up above it and the lakes and talons extended down below."
The crash happened last night on the South Gippsland Highway about 8.30pm.
The driver lost control of the Jeep Wrangler at the Baxter Tooradin Road roundabout.
Witnesses saw the car launch over the guard rail and reported it to police.
Major Crash Investigators are now looking into if the SUV was involved in another crash or altercation in the lead up to the smash, particularly in the Cranbourne area.
"Just by the grace of pure luck is no one else that's been innocently driving along that's been impacted by them as well because at least at the speed they're traveling, it would have been just catastrophic," Out said.
