A man has been charged with a string of offences following an alleged car theft and hit and run in Melbourne's CBD.
The incident unfolded as Jinwoo Song unloaded items from his red Ford four-wheel-drive about 3pm last Thursday.
Police allege a man got into Song's car and drove off with the victim clinging to the bonnet.
Song and his partner BiBi Kim had left their Ford running while they were unloading groceries at their new apartment on Hardware Street.
Song suffered serious injuries in his attempt to stop the theft.
"The doctor, who is in the hospital, said, 'It's a miracle. You're very lucky, but unlucky'," he told 9News.
"The tyre was [coming] over my head, and arms, and my chest here.
"Because I was rolled I thought, 'I'm gonna be dead, I'm gonna be dead'."
A 27-year-old man was arrested at an address on Elizabeth Street just before 2pm today.
He was interviewed by detectives and charged with seven offences including reckless conduct endangering life, stealing a car, failing to render assistance and disqualified driving.
Police said the allegedly stolen car had still not been found.
The charged man was expected to appear before a Melbourne Magistrates' Court tonight.
